The video card is, indeed, in the highest slot. But, that's good. The ATI Silencer that's on the card blows the air out of the pci slot directly below the AGP card. Right now I've got an ATI Silencer on my X800XT. I like how it blows the hot ait out of the case throught the pci slot. But, this thing is not very quiet.
