I've got a 450GTS Fanless from (Asus 1GB Nvidia Geforce GTS 450 Directcu Silent) however it uses slower DDR3 ram, if you look at the power pull for a DDR5 550Ti, its well over 100 watts.
Probably too much for passive and I've not seen one DDR3 based 550 on the market.

Just a quick update, I installed a Asus P8H61-M motherboard, plugged everything back and Vista booted without problems. Installed the latest Intel INF drivers and after a reboot I was back to normal.

I've never worked with Vista but the biggest problem I got moving XP installs around used to be drivers for the system drive. In your case, that shouldn't be a problem. The more recent 65nm chips under-volt very well so it’s possible that the 45nm chips will have some decent headroom also. If you want to go down that route I’d recommend Gigabyte as they seem to go as low as 0.5V in just about all their boards these days. This will definitely help keep the idle...
