I must miss something... I thought that Scythe Slipstream/Kaze Maru 140mm would become spcr's 140mm reference fan... is there any reason to pick Noctua's 140mm fan than Scythe's?

I suppose your FLX fan is NF-S12B FLX, which rated 0,1A (1,2W)? The consideration to use these resistors is your fan's current/wattage rating must not exceed resistor's wattage to prevent the resistor to be burned/overloaded. What's curious about the VGA cooler in the first two pics is the additional heatpipes out at the ends of the fin assembly, visible by the pipe tips emerging from the fins. The second shot shows that they don't come directly from the GPU core, so maybe they're loop-backs from two of the four coming ...
