For me this is way more important than noise at full load, since the system idle most of the time and at load other things like maybe the graphics card fans will also get louder making the CPU fan less of a main concern. But wouldn't an exhaust fan need enough static pressure to blow out through the back grill? I guess some, but aren't exhaust grills typically quite open? Some are, some aren't. beQuiet! Dark Rock Slim has worked well with my 3600 in Fractal R6. Silent or very quiet even under load and not nearly as expensive as the heavier beQuiet! or Noctua coolers.
