Inno3D sells a 8600gts with a Accelero S2 preinstalled and a 8600gt with a S1 installed so I think you will most likely be fine.

Why not consider the 300w FSP green PS or the Antec Earth watts, you can usually use molex to sata adapters as long as you do not need to hot swap hard drives. (There is also a 400w version of the FSP, just Newegg no longer sells it.)

I would strongly advise against buying a Pentium D they use way to much power and produce way to much heat for use in a quiet PC, and that is not a good deal on a processor+mobo anyways. I also think it is a probably a issue regarding the old drivers you have installed. Uninstall your video driver, reset the computer, install new drivers, reset the computer again, and hopefully your issues are gone. I would recommend aginst the Antec NEO and Smart Power, the reason being is they are not standard sized ATX power supplys. (They are about 1/2 inch longer then ATX specification.)
