Anything pushing that amount of air is going to be noisy. Are you sure you need that much airflow? If you drop down to around 1000rpm, a Nexus fan would be pretty good, or even a 1200rpm Slipstream. What kind of thermal paste do you have? If it's good stuff like Arctic Silver 5 or MX-2, then the paste is hands-down better than a stock pad.
