Frankly, I think mATX is better suited for high performance HTPC usage.
It's smaller, cheaper to build a mATX HTPC case without sacrificing flexibility of discrete display card.
Just my 2 cents.

Based on my experience, CM case bundled 120mm fan is average .... You can make it quieter by slowing down RPMs, but you cannot make it quiet enough by SPCR standard due to its clicking sound characteristics. I've pleasant experience with Superflower 350W, 400W 80Plus Gold. It's very quiet at low/medium load.
Btw, Antec NEO ECO 450C is also a budget alternative. It's made by Seasonic.

Conclusion : PSU whining may relate to the combination of energy-consuming components especially like MB, VGA? How often do you access HDDs? It's almost impossible to silence/absorb 4 HDDs' operating noise and vibration. I can definitely hear/feel 2 WD 1TB Green HDDs' noise/vibration in my P182 during midnight using built-in silicone rubber grommets. Fortunately, I managed to silence HDDs by making it asleep...

Does anyone have experience with TY-141?? I like its predecessor TY-140, but it's discontinued. TY-141 looks like to be a inferior fan in terms of sound characteristic given its two ball bearing.

Enermax 120mm Magma twister bearing fans has been serving me very well. It's very very quiet without bearing noise (.... or lack of traditional bearing ?), but I can't comment on airflow since I rarely stress my system.
