Heh, actually this is a notable problem. I frequenly don't know if my computer is on or off if the monitor isn't on. Without case lights it's hard to tell. I've frequently hit the power button thinking my computer was off when it was actually on.

If your fan isn't working it's probably the fan itself that needs to be replaced. Another posibility is that the voltage applied to the fan is too low for the fan to start up. The wires on your fan may also be defective.

If it ramps up then it means you have a disc in your drive correct? Why not just remove that disc? If you really need to have that disc in there all the time, you can rip the cd/dvd to your hard drive as an ISO and mount it.
