With the case open is the same thing.
And yes, it run at high speed right after start-up, even when it's no device conected to PSU.
Sometimes in load, the speed of the fun decrease a little, but remains a way too loud.

Antec Earthwatts 430W [too] loud
I bought a Antec case with Antec Earthwatts power supply. It is noisy like my old no-name psu.
I guess it is not normal this, but I don't think it will be change on warranty.
So, to try to change the fan? What fan do you recomend?
