Intel Pentium G3258 - does yours reduce voltage at idle?

My G3258 stays pegged on one voltage on both Gigabyte and MSI B85 chipset motherboards despite my making sure C1E, EIST, and Intel C-State settings are enabled in the BIOS. And in Windows, "Balanced" Power profile is selected. So I'm wondering if the G3258 even supports dropping voltage during idle?...

The Asus one has fixed fan speedo f 2000 rpm's and its loud, had horrible sound quality and tonality. You definately want to change that so maybe your best bet it is His? I'm buying it for a new system...just using my current card as a comparison.

Underclocking typically doesn't make that much difference in power draw during idle, whereas undervolting will.

I got an HIS 4670 Turbo IceQ based on reading reviews that it was very quiet. At idle, I find that it's too noisy for a quiet PC. I probably should've gotten the silent version with stock Zalman heatsink.

I'm thinking of running primarily in the 500-800rpm range. Am I better off getting the 800rpm SFF21D or the 1200rpm SFF21E? (i.e. which one has a better sound profile in that range?)

All the HD3450 video cards I've come across have had only 1 fixed voltage available in the BIOS.
