I know exactly what you're talking about with the PSU as I got a PC Power & Cooling 750 and have the exact same sound you describe. I mostly try to ignore it as it is the ideal PSU for my build. Maybe not so much on the cheap side, but one of the Smart Drive enclosures mounted with silicone grommets should take away nearly all of the noise. I have a similar problem and am going to use that as a solution.

A Problem with the NF-P12

I recently built a computer that required a fairly beefy heatsink and a good, preferably quiet, fan to pair to that heatsink. I purchased a TRUE and put an NF-P12 on it and was of the impression that it and my motherboard would play nice. Unfortunately now that I've noticed the CPU fan a little more...
