What about the Scythe Himuro. Probably not as quiet but looks like the rubber things to mount it will decouple it from the chassis. I've kept that option in mind, however with any luck, it shouldn't be needed. hard drives will probably be powered down 90% of the time! Dell U2412M here, purchased September 2011. No buzzing at any brightness level whatsoever, even with my young ears right up against the top and back of the monitor.

Use an anti-static brush to effectively get rid of the caked on dust from both heatsink and fan. Worked great for cleaning my Dell XPS M1330. I just shoved the bristles into the heatsink, gave it a jiggle, and it came out looking like new. Compressed air will only remove loose material.

I think you'll be fine. I also assume the HR-02 will block the first expansion slot when mounted vertically. Is this a correct assumption? Look for a "Zalman Fanmate" or any similar controller. You could also use a simple resistor cable or 12v to 7v/5v adapter cable. But you wouldn't have the flexibility of the Fanmate.

I would put black paint on the front of the optical drive too. Also, +1 vote for the tray loader, it just looks neater to me than having an ugly slit in the middle of the optical drive. Bonus points if you can achieve a faux brushed aluminium look with the paint. Surely doable if you use shiny black...

I'd consider attaching a slim 100mm fan to the top of the Scythe Kozuti. It would still be under 55mm high, but have a little more cooling power than just the stock 80mm fan.
But even if you couldn't or didn't want to do that, you could undervolt the CPU to lower the temps a little under load.
