You only want a very thin covering of the TIM, it is only there to fill in the grooves between the hs and chip. If you have more than a very thin convering it will actually reduce performance.

Underclocking has not made a great difference for me, however, undervolting makes a HUGE difference in temparature, even as little as .1v creates lower temps. I usually try for a slight overclock on the FSB while reducing the voltage a little.

Two H1A's, especially as an exhaust will not be silent, even at 5v. I bought several H1A's thinking they would have the same acoustic properties as the L1A's (years ago when I first started silencing) but the fans are very different. That case looks like it has dual 80mm exhausts which shoud provide enough airflow to keep your PS from ramping up.

I have the 350w version of that and it is fairly silent in a case with good airflow. If your case does not have good airflow the PS will ramp up a bit and still be fairly noisy. Canthearyou, The Lian-li connnector is great, I've had no problems with it at all (airflow through the case however...). Well designed connectors shouldn't cause any more problems than straight mounting.
