The intel stock cpu coolers are 4pin, so it should be able to be controlled by the bios as long as the mobo supports it and you are using a 4pin connector. Yeah I checked and found that the CPU fan is connected with 4pin and it is adjustable in bios (and presumably with speedfan) speedfan and bios ...

I dont know much about airflow dynamics but theres plenty of room in there and no video card so maybe just the one f...

In a P183, either one would be fine, especially if you put a slow case fan in the middle of the bottom chamber. The 400 will be slightly more efficient, and somewhat more expensive. how do you mean the 400w would be more expensive? running cost would be the same presumably,. . . its the same price ...
