By the way, the PSU also had this whine when the PC was off. It was so bad (even when the PC was off), I would notice it when I entered the room - 4 meters away from the PC. I just installed an NH-L12. Is it supposed to sit tight on the CPU when the screws are all the way down, or is it ok to be able to rotate the heatsink a few mm above the CPU? The later is what happens with my PC.

This should be embarrassing to Seasonic. I just swapped the p-520FL with a cheap fanned LC Power 6420, and this one is considerably LESS noisy, and the noise it makes is way more easy on the ears.
