I received the package, and immediately installed the new power supply.
18W idle, and the power brick is... almost cold.
59W full load @3400MHz, and only the cpu fan is spinning up. I like it!

just run, as root user, these two commands:
cpufreq-set -c 0 -g powersave
cpufreq-set -c 1 -g powersave
the 'powersave' governor chooses always the lowest frequency.

It seems that 20-pin picoPSUs don't have the 4-pin separated plug for the cpu power connector. This means that I must choose a more powerful 24-pin picoPSU?

Yes, 60W with 4 cores fully loaded, running at 3400Mhz, and the noisy 180W power supply. No undervolting, just BIOS defaults. There's some hard low-limit for the CPU-FAN connector. Plugging the chassis fan into it (a standard 8cm fan) it runs quite fast (and noisily) even setting pwm to 0. I upgraded to kernel 3.14.4, and now the driver nct6775 works! I'm happy. Now I can read fan speed and manually set their speed. This driver also has some fan control modes, I'll play with them.
