Running a Tinker would make anyone without a RISC processor feel bad. A Barton, according to the AMD model number, should be outperforming my processor. Do you have -advmethods in your command line? This flag tells folding@home to send you Gromacs WUs, which have AMD optimizations.

I do not know about positive or negative air flow, just flow restrictions. Offhand, I would say that a large amount of either would increase noise.

Have you tried opening the front of the computer case to see if the amount of noise drops? My nexus is extremely sensitive to pressure impedance.

Pressure against the blades forces the bearings to one side, producing more noise. Panaflow fans are very sensitive to this, with their hydro sleeve bearings. I believe that vantec stealth fans use ball bearings, so they should be less sensitive to pressure, but it is still something to factor in.

What is the project number for this large WU?

A 400 frame WU is a Tinker. It is the older non-optimized version. On a 800 MHz machine, 7 hours a frame is not unusual.

One thing to consider is timing. Most CPUs are sold at the end of the year, so demand and prices are high. If you can wait a few months, you will probably get a better deal.

During the middle of the winter, I ran my 2.53 for a week using only a Zalman 6500 HS a 80mm L1A case fan, and a 92mm fan in my PSU. It was about 10c higher than when I had the fan blowing across the HS. I would not recommend it any other time.

When I put a 92mm L1A into my Enermax power supply, it will click, but a M1 or H1 does not. I have this crazy theory that if the PWM frequency wavelength is a multiple of the motor winding length then there will be a clicking noise.

Ever since the SSE version of gromacs, it has been moving along fairly quick. When I get one of those older tinkers, everything slows down considerably (2 times as long 1/3 the points)

Keep your Enermax, with a few mods it is better than most. I decided against leaving the old fan in place, worry about whistly fan parts in the airflow. The stack of card stock is fairly dead, so it should absorb some sound. I do not have any experience with "the melamine", but if it has a hard surf...

The adhesive on duct tape dries and falls off in a heated environment, plus it does not hold very well at all.

One thing that I did not mention is that I use clear packing tape (never use duct tape) to seal all of the holes on the PSU, which does not show up in the pictures that well. I do not have a thermistor on any of the PSU components, so I cannot tell you if they are cooler or not. My fan did not work ...

When I was using the Fortron 120mm PSU in my case, I could remove the back case fan and still have decent temps. Although the PSU is louder than others, my overall system noise was less.

Go for the 99, sometimes fillers in the 70 can lead to a haze on your heatsink, which you can remove by wiping, but why bother when the price difference is usually small.

I read those two quotations and came up with exactly the opposite conclusion that you did. According to those two statements, you cannot use the software without paying for it on a machine owned by a commercial entity.
