I have a S12-430 which ticks. With the case shut, the ticking is only just audible in the early hours of the morning. About the voltage, thats what I thought too. The high pitched noise from my fan changes when I stress the comp. So I think it is increasing the voltage but still not enough to start the fan.

Just out of interest did you ever have the no start problem with the old fan? My fan also makes the chopping noise you refer to and has the no start problem. I have a Leadtech MX440 that came with a noisey little screamer which I quickly unplugged. After 30mins of UT2003 it gets pretty warn but thats about it.

I don't think there is any need for active cooling on this GPU.

I have a 120mm antec fan(in a sonata) running @ 5v, and its very quiet. It still pulls a reasonable amount of air.
