It's possible that optimal cpu power saving only occurs after you install the chipset drivers, so I would try that and see if anything changes. Most 4GB DDR3 kits I found -many are G-Skill- are 1.65V for 1600Mhz. I read that 1.5V runs cooler but I only found 1333Mhz kits. I'm also trying to get kits with CAS <8. I bought 8GB of the G.Skill ECO 1.35v ram for a recent computer build. The memory defaults to running at 1.5v. Passive magnetic bearings can only be made stable in 2 dimensions, so you still need a mechanical bearing for the 3rd dimension. In this case, it looks like there is a mechanical thrust bearing in the axial direction. So you don't eliminate mechanical noise, you just have the potential to change it.
