I attached a 120mm fan directly to a Accelero S1 Plus using cable ties. I first placed some small pieces of felt type material that is sticky on one side to fan edges to cushion the fan against the heatsink fins. At that close proximity, I can run a fan at 750 rpm and still get very good good airflow.

Unlikely to find a bulged cap (or any other defective part) on a Seasonic X-660. These come with a 5-year warranty and have not been on the market that long. If you are talking about the SAPPHIRE ULTIMATE HD 7750 1GB GDDR5, I would double check the Crossfire support on that card. Even if support is there, it looks like the passive heatsink would block the connection.

I have a strong preference for bottom mounted PSU's. The Antec P280 is on sale right now at NewEgg and has a lot more room than the Solo II. Seems to have similar SECC / polycarbonate side panels to keep the noise down:
