I believe +12V2 dedicated to CPU, and +12V1 is for everything else, as you say. As for your +12V1: PCI cards use +3.3V and +5V only, nothing at all from +12V. Well, yeah, not "taking off the heatsink is not an option." I think you have an XP-M 1900+ Barton core, with a 512 kB L2 cache that runs at 11x133 = 1467. I think what andyb is trying to say is, it should be relatively easy to make this a quiet computer even without resorting to watercooling.
