Well, theoretically you can do it, because the coil whine is nothing but micro oscilations of all those coils, securing them should remove the noise. The only problem I see is locating the one that actually whines.

Digital multimiters typically are more accurate than board readings. However if it's a really crappy one I wouldn't trust it either. Your 5V rail seems to be fine, 12V is under question, 11.9 is an acceptable value, 11.7V although falls within 5% margin IMHO is not.

P4 CPU load temps of 59 degrees with no fans is pretty good (and safe) I'd say. First time I've seen this power mosfet temp check, and even if it is something to be concerned of, I haven't heard any problems in watercooling setups which would suffer as well *shrug*. It's all good, but I think fitting this thing in a regular SPCRer will be problematic since most of us already have an oversized CPU cooler, so this new GPU cooler+80mm fan simply might not fit. At least I don't think it will work with my Zalman7000.
