Newegg offers the SeaSonic S12II 430B 430W for about $60. I don't care at all about Haswell compliance or the difference between Bronze and Gold or whether or not cables are modular.
I might end up going with Seasonic but the Newegg customer reviews for the Rosewill are extremely high.

I am down to deciding between these two units. All I care about is the noise level at power output levels less than 170 watts. Which unit would produce the less noise?

After many years of using my Antec Solo the power button broke. I'm sure that if I spent a bit of effort I could rig a repair. Why bother? I just removed the button and power on the PC by sticking a finger through the button hole to the switch.

FYI, in November 2013 Newegg posted a youtube video touting their new shock-proof HD packaging so there may be fewer failures now.

The guy I'm building for likes to install every MB application but I just finished the HW build with case fans connected to the case fan controller so we'll try that first. After I do the software build we can switch to MB control.

The case fans are all three pin which I think doesn't provide optimal control with fan Asus xpert+.
I think Ill just experiment with both. I'm building the computer for a friend who is a gamer and he'll accept a bit of noise. I prefer inexpensive and silent builds.

You really don't need hardware to mount your SSD. I bought a Samsung 830 which lacked optional hardware and simply used a couple of very small pieces of Scotch double-sided tape. Double-sided tape is better because it gives you more options about installation location.

I would probably use either double sided tape or stick-on velcro. Hardware is not required.

Because he said, "When I unplug the power from the GPU and turn on the computer, on screen it says that the power isn't connected to the GPU." apparently the computer will post. Still I would swap out video cards or try integrated video if possible.
