You can buy fridges that are virtually totally silent. They run on either gas or electricity (usually both), but they have less cooling power than normal compressor based fridges.

Drill holes, insert tube, plaster/silcone gaps around tubes, insert cables through tubes, plaster gaps inside tubes (this way it's still not hard to change cables later if needed). I've done it, as have lots of others. The problem is most fridges don't have anywhere near enough cooling power to handle a modern (ie 200-400w heat load) PC. While Silca gel pellet thingys can also be placed in an oven to remove mositre, and reused, I don't think they offer a ongoing solution to PC mositure reduction. They are a great "use once" solution to lots of problems however, and are used extensively in nappies these days.

Such elegent radiators aren't available in Australia, but for A$180 I can buy a new copper/brass car radiator, with brass fittings & cover plates I supply, solidered on for free. It will be big, ugly, and not designed for passive cooling- but it should work fairly well. I just don't trust it to pass...
