USB anything is just a way of getting a 5V source with 500mA max current draw (or 0.25W total power). So your USB Fan is a 5v fan.

Install a current sensing resistor (0.01~10 Ohm) in series with the fan, measure the voltage across the resistor, and amplify the analog output of it.

Or even better, here's a schematic I got from the user FanControl.

I don't really see a question in the first post, so I'll just make my comments here. Are you certain that all those fans make a difference? If the sum total of them is still inaudible, then I suppose its still okay, but I am somewhat unconvinced that all of those fans are necessary.

Dampening is a final step, not a first step. At best, it will shave off MAYBE 3dBA/1m. At worst, it doesn't do squat. Are you in serious need to hold a lot of drives? If not the Antec P180 looks a lot like the smaller version of the PC-73SL. The SPCR special P180 is a black version of the same case....
