Should they? Maybe. 140mm fans aren't as prevalent as 120mm fans right now (5-10 years from now, who knows?). Most of the major fan manufacturers seem to end right at 120mm. Dampening is a final step, not a first step. At best, it will shave off MAYBE 3dBA/1m. At worst, it doesn't do squat. Are you in serious need to hold a lot of drives? If not the Antec P180 looks a lot like the smaller version of the PC-73SL. The SPCR special P180 is a black version of the same case....
