IMO if you are experienced with VGA coolers, then you could try applying a better thermal paste, maybe Arctic MX-3. The stock cooler *should* cool it, even if noisy. For something just slightly lower than 5400RPM, the Western Digital 1Tb notebook drives (WD10TPVT and WD10TEVT, which are basically the same) run at 5200RPM.

And of course, SSD's don't "rotate" at all, so that would be your slowest (and lowest power) option. ;)

Much much much nicer than the Antec NSK1380. It's dimensions are: 14.69" x 10.98" x 10.31" I actually have one of those and will probably get around to selling it eventually. :) Actually, I don't particularly like the design, and it is a pretty huge case.
