For CPU_FAN you need a PWM fan if you want control over it. Otherwise it will run at full speed.

With that Vcore and frequency in idle/medium load (fanless Ninja + Bolt-Thru) CPU temperature is room ambient + 4/5°C.

Why? Intel never release thermal shutdown temp for desktop processors.
All we know is thermal throttle begins at 2-3°C distance to TJMax and it seems that thermal shutdown is beyond 136°C.

I'm very happy with my EVGA GTX260 55nm. With RivaTuner I've made some fan profiles and in idle is silent @900 RPM and 55°C (23°C room temperature).
In full-load is another story but usually I'm gaming with my headset so I don't hear it.
