bsdgeek already testified and I can also that it is passively cooled.
my digicam is in repair now, so I cannot send a picture of me with the card, but it is passively cooled and looks oh so much better than a Radeon 9000Pro (same soft/screen).

For the HDD topic, it seems to me that some laptop HDD are really quiet (e.g. Fujitsu).

Short : Yes.

Long : You may want to have a look at Rusty's in desk PC.

For me, it didn't worked good because the zalman flower is perpendicular to the fan exhaust, so I reached 70-80°C that way on an XP1800+.
Otherwise I could use a 120mm-fan PSU, but I have a normal nexus so it won't work ...

Ok, found back the software, it's EZ-SCSI, there's one SCSI Device Power Management tool dedicated to this task (also set up spin down time on each device)

Provided with (some ?) adaptec adapters, compatoble with SymLogic ones.
