The 100% fan at boot issue is because whoever wrote the BIOS was seemingly working their notice. It just doesn't make sense to run at 100% when you're not running anything in hardware. In my experience the 9600GT cooler is very loud, not helped by it running at 100% from boot. This could be fixed in NiBiTor.
