Welcome to SPCR! Nice computer you got there. But you might want to try removing a few fans. For starters, I'd take out the front intake fans, or at least remove one, I'm sure you don't need 2. Yes, capacitors can most definitely remain charged for a while. Well the biggest difference between the two that I've noticed: AMD690: Supports Shader 2.0 6150: Supports Shader 3.0 Not sure if that makes a difference for your use, watching/recording TV/movies. The benchmarks for HD 2900 XT aren't so promising overall. That is a very low load setup. I would say probably less than 50W most of the time. I would think you could get away with the SS300SFD fanless. Or you could throw a Nexus on it and see if it ever spins up. That way it's also there as a backup in case you decided to use it in the dessert or somethin...

You are better off just replacing the fan with a quieter one. Get a < 2000 RPM 80mm fan based on a "fluid bearing" (Scythe, Panaflo, etc.) and run it at 5 or 7V. I forget how much a pico PSU supplies but at stock voltages you should be find I'm pretty sure of that.
