The Xeon L5420 is a 50W TDP part, two of those should not be that hard to cool. I have no experience with rack mounted stuff but if the performance is good maybe some modification of the cooling system would be the cheapest solution.

It will work fine as long as you don't load the CPU for long periods of time. If you can touch the heatsink without burning your finger it's ok. Provided that the heatsink is mounted correctly. It works if the case allow for some natural convection. Just a sealed box and weeks of Prime95 is a recipe for disaster. The Celeron J3355 has a TDP of 10W.

I would stick with the current "standard" setup; feeding the CPU fresh air from the front instead of hotter air from the graphics card.

Even if the picoPSU just passes the +12V rail on untouched there's still a limit. The traces and the cables can only take so much. The problem with feeding stuff from the brick directly is that we can have cases when the brick is on, feeding stuff 12V, while the picoPSU is off. Maybe that's not heal...

I'm not suggesting you do this, but it is possible to feed stuff +12V directly from the brick. I did this on several of my "high performance" picoPSU builds in the past.

I would backup the data, then run the disk through the Samsung diagnostic program and see what it says. It's included on the very handy Ultimate Boot CD (works from USB).
If the program cannot find the HDD, change the SATA IDE/AHCI/RAID setting to IDE in the BIOS. Change it back after testing.

Ah, grain in the middle would fill the gaps and perhaps not reach out to cover the pipes properly. I don't think it matters much if the gaps are filled as long as the pipes make good contact.

The four lines don't need to be thick, when the thing is mounted they each only need to be squeezed out to cover 1/4 of the base. Be very conservative with the amount of paste applied.

Well, the Antec NSK 3480 is 8.1 kg and the Fractal Design Core 1100 is 3.8 kg for one thing. The build quality of the NSK 3480 is very solid. The Core 1100 is like I said not a bad case, but the build quality is not the same.

Fractal Design Core 1100 is the best cheap case I've used. But it is a cheap one. The Antec NSK 3480 is much more solid. That said, if it's a simple system it will do the job.
