Most systems I have tested consume around 3 to 4W on Standby (S3 or STR) and about 1W less when powered off; with the power supply switch still on and the socket still powered.

They are for the dual socket LGA1366 platform. It’s the first time I’ve seen 32nm Quad cores mentioned at all and it seems strange if they turn out to be Xeon only.

The second x16 slot is only x4 electrically which is the same for many low end LGA1156 boards even the ATX ones. I’ve seen numerous good reviews of the GA-P55-UD3R which put it top of my list of relatively cheap P55 boards. There is also the GA-P55A-UD3R which adds SATA3 and USB3 at a slightly higher price.

The trade-off between speed and latency varies depending on what applications you are using. In your case the DDR3-1333 CL9 makes more sense as it has a higher bandwidth and the ‘actual’ latency of the two sticks is very similar.
