What you should be doing is telling people to buy good PSU's not the cheapest thing they can find with the biggest wattage sticker. The Enermax Manually Adjustable fan is fairly common.

Is that considered particularly quiet, compared to other quiet fans?

I, too, am looking for the quietest 120mm fan I can find. I'm willing to use a rheobus. I just need suggestions for which fans to buy, preferably cheap ones.
