Video card drivers is single most appalling facet of linux. That said, the proprietary drivers mostly work. Perhaps you ended up installing free "radeon" driver that has patchy support for new gpus? Arctic Cooling Silentium Eco 80 are good too
here is a review of an older version

Out of the box quiet and airflow is managed, hard drive is silenced comparable to Scythe Quiet Drive. PSU is efficient and quiet at light (under 200W) loads.

From my experience with AMD CPUS, they are good for low volt/low freq combo. Then newer 65nm ones are better yet. I believe 0.8-0.9V at 1GHz is quite common, if the motherboard supports it. In case of 4670 there is no question - 512MB. 1GB version actually uses slower clocks, and for a task that would need 1GB, you will not have gpu power or bandwidth anyway.

4830 is an option, but it consumes more power.

AC S1 rev2 barely fits to clear motherboard components. I had to remove plastic edge and even so the heatpipe touches southbridge heatsink. Of course S1 is a bit overkill

Some more on my MSI 4670 I installed S1 rev2 on it from my previous 3870, now I can compare temps. 3870 idle 45 load 60-65 (60 with custom undervolted bios) 4670 idle 35 load 55 (I'd say this looks like under 10W idle) Squealing is less, but still present. OK, received my MSI 4670
Stock cooling is very loud

The clocks drop to 165/249

But I have a strong feeling that voltage doesn't drop - temperture almost doesnt change.
Any way I can check it? If this is the case, I'll be returning it.
