Video card drivers is single most appalling facet of linux. That said, the proprietary drivers mostly work. Perhaps you ended up installing free "radeon" driver that has patchy support for new gpus? From my experience with AMD CPUS, they are good for low volt/low freq combo. Then newer 65nm ones are better yet. I believe 0.8-0.9V at 1GHz is quite common, if the motherboard supports it.
