No you don't, but it'll help keep you from damaging your GPU core when handling the card with the heatsink attached. FYI on the Radeon HD3850 (likely the 3870 as well), you can use the stock mounting screws+bracket to give even more pressure on the GPU core -- the screws on the S1 and the stock cool...

Why not go for a passive PSU? I believe Saphire and Powercolor makes that GPU with passive heatsinks? You can ear electrical noise from 3870 when mouse is in movement? What kind of mouse, usb or ps2? Err, your sig is too small :P USB Razer DeathAdder... last time I've experienced this was back with a Radeon 9800 and an Intel P4 setup (noise disappeared when I switched to an Athlon XP and nForce2). :|
