I'd guess a Llano quad core might be the best bet, especially if it's low power using only 1 or 2 cores. Llano seems like an insanely good chip for htpcs considering it combines basically a Radeon 5670 with 32nm Athlon/Phenom II cores. Anyways we'll see for sure in a few weeks it seems

The ISK-300 is a much better idea imho. The only negative is the 150 watt version has a pretty terrible psu.
