How can you test the power draw of your system?

is there any PSU that simply has a SET RPM speed, which is very quiet?

I noticed that a lot of the "silent" power supplies have a ramping feature in which the fan speeds ramp up under heavy usage. I use my computer at 100% CPU usage 24/7 due to video encoding. What is the most quiet power supply under those conditions?

Whats the most quiet 120mm fan at 5v? I don't need thermal sensing or anything. Model numbers help too.. thanks.
