Dont write off the Schooner. My brother is happy with his. He got a 10c drop on the GPU, even though he was replacing a large wind tunnel style cooler with twin fans.

According to the article, the power supply needed to pull 1400w from the wall at maximum rated DC load. That's ~11.5A (!!!). I would do both... Its pretty cheap and easy to do either. If you isolate just the fan, there is always the possibility of hum from other components in the PSU. If you isolate the whole PSU, you may still find that the PSU case itself reverbs. One thing from my own experiance was that the PSU itself...
