Have you e-mailed HIS about this yet? (They must have some plan to fix this - can't really be selling a "high end but quiet" card, which isn't quiet, can they .

A 2.8 Should "no way" be too much to be silenced. Zalman 7000 (quite happily) quieted down a colleagues 3.0 GHz P4 (Prescott), so you should be good. In general copper is better than aluminium, yes. However, this is not a straight "apples and apples" comparison.
