If the OEM partition is the problem, trying Acronis Trueimage might help. I used the demo version for moving my Windows 7 laptop installation including an OEM partition over to an SSD. It could even resize the partitions in between, and the image file can be reused later if need be.

Vapor-X sounds cool (and the tech is cool too) but for some reason they didn't use as nice a fan profile as on their "regular" cards. Those three are the ones I'd generally consider/recommend for such builds. Idle temperature by itself is rather meaningless whether it says 20, 30, 40, or even 50 depending on the circumstances. All is well as long as the load temp is okay. Feeling a need for a HDD led would mostly come from habit really. It would be flashing pretty constantly in many systems too, and all would be well. Get an SSD or fix the broken system to avoid long waits. Even the power led is pretty redundant, but too many would complain about that one missing.

When used correctly a single can of compressed air is good for a lot of cleaning and has the bonus of being perfectly safe for the electronics. Something like a compressor would be wasteful unless you have some other uses for one.

I think pretty much any system deserves something like the Seasonic G-360 or better as long as it fits, as it does here. Check around for prices and see if it's not too expensive for what you had in mind.

Just having a lot of guns in a country doesn't mean that they are as easily accessible as in the US, or that they are of a type that lends themselves to multi shooting sprees. So the sheer number of guns is a limited factor.

Hyper 212 Evo or similar will be fine for the intended light overclocking. A bigger alternative like the Mugen 3 would be a little bit quieter, if that's important. I hear an optional cover for the top vent is coming out, but I think it needs a redesign rather than a patch for obvious reasons. Hopefully there's a Ghost 2 or something already next year.

It's up to the individual motherboard model, but since it's pretty new I wouldn't expect a problem. The Intel C216 chip set is an unknown to me so I don't know what they may have done there compared to for instance the Z77. Throw Supermicro a question on that specific model. They are pretty long and together with a normal length of fan wire it shouldn't be a problem to reach any of the vents or intakes. If ever using the side panel intake together with the controller, getting an extension cable would be useful for practical reasons.
