Looks like a step up. TruePower has much tighter voltage control and many more features.. although the SmartPower 450W is OK too

The power supply, a Smartpower 2.0 350 is very quiet when running on the internal fan as well. I don't know how often that will ramp up. Nice to see they upgraded the SP to a 2.0. I have the Hauppauge PVR-250 and use it most every day. Very good third party support. I've never had a problem with the main programs (WinTV2000+Scheduler).. the rest is crap. The PVR-150 (newer model) should be in your price range. Would recommend the PCI version.. USB can be a bear to keep instal...

The BIOS might complain but you could just disable the fan monitoring. Most boards also have PSU and case headers but the fan speed isn't adjustable on many, so it shouldn't make a difference. A PSU connected for rpm info without a 12v lead.. BIOS doesn't care about that either. I'd say give it a go...

I've always wantee to try making something like this Zalman product.. Fan and Bracket It attaches to the PCI slot connector rail and is normally used for CPU cooling. A video card wouldn't be a big stretch. All it needs is a ball type pivot on the fan end. Remove the video card fan first though :) ddd

I've always used the thin, flat scouring pads, like the ones for doing dishes (3/8"-6"x4" poly fiber, usually green) They cut down easily and make good 5¼ drive covers for cooling suspended HDDs too. Updates are always useful in my book. Nexus 4090.. GOOD. Gigabyte X800XL.. BAD. I'm surprised your XL is passive.. mine gets pretty hot while gaming (60C) with the fan cranked. Definitely the loudest component in the box, although the ATI XL has a programmable ramp to automatically slow the fan down...

I see any intake fan as a way to direct air to where it's needed and balance the pressure in the case so it's more evenly distributed. Pretty modern for a 20 pin. It'll have more than enough power. Mainboard connector is usually an isolated circuit (+12V2) anyway, AFAIK.
