For me uGuru reports 6.69V on the 12V line. Multimeter says 12.34V. So.....

I've found that a great many motherboards will drain the PSU if you turn off the PSU switch before unplugging. Watch for the LAN lights or any LEDs to turn off before unplugging the PSU.

The max power draw of your CPU is 77W. The Zalman 7000b should cool the 2.6c with the fanmate at minimum even at full load - maybe even lower, provided your case airflow is good enough. What I'll suggest is usually NOT desirable. But in your case, it might be necessary. #1. Take Gholam's advice and get the NV Silencer. Sorry, can't help you with the PSUs (don't have any of them over here) but unless you get yourself an XP-120 for your CPU, the PSU will probably not be of noise concern

Noiseblocker fans are only RELATIVELY quiet at full 12V - and that's just too loud for 95% of SPCR. They also click and the click becomes worse as you undervolt.
