Well, then, someone cut out the top and bottom and bottom-half of the side panel of their case and cover the holes with some modder's mesh and then get rid of all the case fans except the PSU and report back to us on how things go for you.

I don't know what they're thinking. In fact, there's probably a better way to fit fans in. All they need is a huge mother heatsink on the CPU and a big 120mm side blowhole. (for full-sixe BTXs, that is.)

I'd say stick with the passive 9200 or get the Albatron GF4MX440 from Directron. Also, Newegg does not sell 12-volt L1As, just 24-volt.

I don't like the litigious attitude Thermalright is taking about its product. It seems like they are trying to scare away potential competitors so that they won't have to compete. This ultimately stifles innovation because other companies are less likely to try and improve upon Thermalright's design...

The noise from the mid-tower case is very low, in my experience. Small Form Factor units are also very quiet. Dells in general are quieter than pretty much every mainstream PC offering. You would have to Do-It-Yourself a quiet solution to get better than the noise lefel of a Dell.

What sort of HSF can I use to keep things semi-quiet with an XP2800+ (or should I go to Pentium 4)? Or is there any heatsink I can use with my current NMB fan to keep temperature under control? I'd like to be able to use the existing NMB fan, the one from Directron, because it is fairly quiet.

yeah, new board and RAM will be what I do as well. Right now my HSF (a ThermalTake Volcano 9 HS with low-speed NMB fan on it) is keeping my CPU at about 51 degrees C. How far do you suppose I could go with this HSF before I start exceeding its limits? I was hoping to go up to at least a 2800+ Barton.
