I was wondering if the fan on these IC7 motherboards are loud enough to be audible outside a Sonata Case w/ Acoutipak Sound Dampening.

My guess is a strong yes. I've used a computer with an IC7, the thing is tiny, and spun at over 6000 RPM, and was the most annoying fan I have ever been around as far as compuer cooling goes.
Junk it and put an aftermarket passive heatsink on it.

I don't think I've ever heard a louder more obnoxious part come stock on a computer. Seriously, the only thing that comes close are these morons that strap 4 tornadoes to their case.
I have an IC7-G, that fan was off it within days. I just epoxed a Zalman NB heatsink on there. Works like a charm.

I have a IC7, I just unplug the NB fan and it has been running without problems. I have the later NB fan rather than the earlier 'mushroom' like thing.
