i know what it is technically, but why and when would it be desirable to achieve such an end?

positive case pressure?

Apart from some rare situations where the case pressure (positive or negative) adversely effects a fan's ability to push airflow due to the fan's pressure capabilities, it usually makes no difference. The advantage to positive case pressure is you have control over where the air comes from; but the only way this is an advantage is if you actually use a filter with the case fan(s) blowing into the case. One way you might use it to your advantage is with a passive PSU when the only way for air out is through the PSU thus you create some airflow through the PSU significantly improving its cooling.
