It's hard to tell if that's true or not. The GTX 295 is reported using anywhere from 204 watts total(the new ones) to well over 300. The problem with most idiot web sites is they report system loaded power minus system idle power. This puts the CPU into the equation. Starting Crysis won't tell me just gpu power consumption, so like Bit Tech the numbers are actually worse than useless, they are totally misleading.
I'm going to ask over on the Stanford forums what the 295's power consumption is like. And if it matches the 9800 GX2 don't forget the 295 has 240 times 2 = 480 total shaders, the 9800 GX2 doesn't come close.
