Man, I've looked for silent, or at least very quiet room fans for years.
Answer, don't believe much of what it says on the box, try it at home and make your own decision. Take it back it it's not right.
That said, the quietest fan(s) I've found are the tower "squirrel cage" fans:

There are less expensive makes and models.
I bought one from Costco. It was really very quiet.
Two big problems tough.
The design of these generally make them very hard to clean, and any fan will build up dust on the blades.
AFAIK, most or all of these fans are built with very cheap bearings. So you will get more bearing noise and vibration as the fan ages.
