It is unlikely there is any difference in the fans of these cards. However, different manufacturers may have applied their heatsinks better than others, some may run minisculely different voltages due to different power circuitry and different cards may have different fan speed settings in the video BIOS. There are a lot of factors and of course difference between individual cards is also possible.

I wouldn't say they're all the same but there is unlikely to be much difference and it'll only be similar to reapplying the heatsink with AS5 to reduce temperatures by a statistically insignificant and then modifying the fan profile in the BIOS.

Currently there are no aftermarket coolers that I know of for the GTX260. Others may work however.

Right now the GTX260 doesn't seem a good idea to me. It's still only 65nm and 55nm GTX cards are due to be launched early in 2009.

It would be nice to know, even if the stock cooler is the same, if the fan control is the same, i.e., f the fan doesn't ramp up sooner than the reference video card.

If you download all of the GTX260 BIOSes on Mvktech and look at them with NiBiTor it will show you the fans settings for each card. You can change these yourself so it's not particularly relevant unless you don't feel up to modding a BIOS.

Reducing the weight of the heatsink can cause an increase in the rotation of the fan making it loud?

It's not that it causes it. They've reduced the size of the HS to save cost and used a faster spinning fan, that's all. Worse for noise level by default but replaceable.

Which is quieter at idle, two (2) GeForce GTX 260 55nm or one (1) GeForce GTX 295?

This thread about the Nvidia GTX295 is worth looking at for some noise impressions: :)

The big issue with these Nvidia dual PCB cards (previous cards were the 7950GX2 and 9800GX2) is that they don't seem to get very good ongoing driver support once a new Nvidia card supercedes them. :(
