is watercooling more silent than air cooling in general?

well, the only thing i care about is silence,
don't care about looks, overclocking or even lots of cooling,
i just want my system to be as silent as can be

i've been reading nice stuff about (for example) the
Thermalright XP-120 with a Papst or Adda 120mm fan.
it's both super quiet and cools incredibly well.

but i bet a Zalman reserator is more quiet since it has no fans at all,
but don't you hear bubbling sounds from the waterpump or so?
i don't have expierience with Watercooling, but is it true that it can be completely silent?

oh,,,,and one thing i didn't quiet understand yet;
the Thermalright Xp120,,,,,works ONLY on 64 bit processors?
so i can just forget about it with my athlon 2600 xp ?

XP-120 doesn't fit socket A processors, which includes yours.

guess i'll set my mind on the reserator then,
more expensive but i guess i'll be able to use that machine on my future computers too
