I'm looking for a cheap solution that can encompass damping and/or fans to quiet my PC while still maintaining good temps (<30C CPU idle in 19C room)
I have:
1.7GHz Celeron at 2040 MHz (27C idle, 35 load in a 18-19C room)
Zalman CNPS7000-AlCu LED at ~8v with Fan Mate - draws air thru duct to case side
Asus P4B533-VM board -passive stock NB cooler
integrated video, sound, LAN
Foxconn 92mm rear exhaust fan - specs unavailable, 2200rpm at 12v
ProTechnic 80mm MGA8012MS intake fan in front - rather loud and powerful, maybe mislabelled?
Hipro 300w PSU
and a really crappy case with 92mm rear and 80mm front fan mounts.
I also have a big selection of 80mm fans to replace teh front one, nearly all of tehm are old and discontinued tho so no specs.
Cheap quieting advice

the easyest things to do would be to:
a) run the CPU cooler at 5v (lowest on fan mate)
b) replace rear fan with panaflo "L"/yate loon/nexus/coolermaster 92mm
c) replace front fan with panaflo "L"/yate loon/nexus/coolermaster 80mm
d) buy x2 Fan Mate 2's and connect them to panaflo case fans
when it becomes loud again (which it will ), u could probably use a new PSU like a seasonic S12 or Antec Neo HE

The CPU fan is the least of my worries, I can't hear it over all the other fans. I do have a JMC panther, I'll probably replace the front fan with that and add a couple Fanmates running my exhaust and intake at like 7-8v.Or else I could just buy a drive bay fan controller to replace the Fan Mate(s) with as it is a slight pain to reach behind the case to adjust fan speeds.
